The Role

The post holder will lead one of 3 Development Surveying Teams in the South of England having responsibility for a portfolio of site disposal projects. They will have a background in creating value from redundant assets and implementing disposal strategies to deliver financial and other benefits. Broad ranging project and estate management experience is essential. The variety and scale of work on offer is exceptional.

The Defence estate is one of the largest landholdings in the UK and covers an estimated 1.8% of the UK land mass (200,000+ ha). This is complemented by a significant UK Defence presence overseas.

If you are a suitably qualified property professional who would be interested in working client-side with Military colleagues on one of the largest estates in the country and/or across an extensive overseas portfolio, and you are motivated by the prospect of working on a diverse range of exciting, interesting and often-challenging projects of National interest in support of the UK Defence Mission, then the DIO Estates Team is for you!

Estates are the in-house real estate team within the DIO (part of the UK Ministry of Defence) supporting infrastructure needs across a high-profile Public Estate. We acquire, manage, safeguard, and dispose of Defence real estate. Our unique customer knowledge and insight of the Defence Estate enables our in-house team of property professionals to provide in-depth advice to our Military customers.

The Team

Acquisitions and Disposals (A&D) is the in-house Estates team responsible for disposing of all surplus MOD land and property to realise capital receipts for re-investment in the retained MOD estate. The team manages an extensive pipeline of sites for disposal supporting major infrastructure programmes. The team also acquire land and property for MOD projects when required.

Person specification

You will cover the southern region of the UK and have special responsibility for managing the departments minor disposals program and well as taking a direct lead on some larger strategic disposals. You will thrive on variety and complexity, be a strong team player and enjoy fronting up to a challenge with a focus on delivery. You will encounter a vast array of stakeholders and will commission and work closely with an extensive supply chain. You will seek to grow your team initially to 3 direct reports and support the development of a graduates or apprentice. You will be particularly motivated to support your customers, the various divisions of the armed forces, by providing them with sound professional advice to enhance their capabilities.

Key responsibilities will be:

  • Managing and reporting on the Estates Minor Disposals Program – some 50+ sub £1m disposal sites
  • Leading on the delivery of 2x large disposal sites – Including town planning investigations, master planning, valuation, site surveys, stakeholder communication, disposal strategy and implementation
  • Managing a small team of Surveyors and supporting a graduate or apprentice
  • Assisting the Deputy Head of Estates on wider Estate matters in the South – including, for example, site management, health and safety and legal matters
  • Contributing to the broader management of the Estates Acquisition and Disposal Team – including, for example, arrangement of team meetings, CPD and networking events

There will be a requirement to travel to DIO offices and the locations covered by the post on an ad hoc basis, which may/will involve overnight stays. If travelling outside your base location for duty reasons, you will have access to flights, hire cars, rail tickets and overnight accommodation. You can also claim 45 pence per mile should you choose to use your own vehicle for business travel.

The post is based in the Andover office and the successful candidate will be expected to attend Andover on a relatively regular basis for face-to-face meetings and collaboration.

All employees work in accordance with the established DIO approach to hybrid working (an informal, non-contractual arrangement, blending attendance in the office or on-site and working remotely) and will be provided with IT equipment, desk, and chair to facilitate remote working and any other equipment needed for you to undertake your role.

Environmental Factors / Hazards Associated with the Post

  • Travel may be required to carry out site visits where you may go on MOD Establishments, residential estates, building sites, agricultural land, training areas and firing ranges etc. The successful Candidate will need to comply with DIO H&S Policies and Procedures.

Licences

  • Essential: Full Driving Licence – Post holders will be required to travel to the sites covered by the post on a regular basis and some sites are difficult to access via public transport

  • Essential: RICS accredited Degree OR qualification
