Job Description

The Medical Examiner Service has been introduced by NHS England to provide independent scrutiny of all deaths that are not investigated by the coroner. The Cornwall and Isles of Scilly Medical Examiner Service is hosted by Royal Cornwall Hospital Trust and is currently expanding to deliver the service throughout the region. We have a vacancy for a Medical Examiner Officer to join our team.

Medical Examiner Officers provide administrative support for Medical Examiners in their role in scrutinising the circumstances and cause of death – they also act as a point of contact and source of advice for relatives of deceased patients, healthcare professionals and coroner and registrations services. The successful candidate will have excellent organisational, communication and interpersonal skills.

To support medical examiners in their role in scrutinising the circumstances and causes of death.

To be a point of contact and source of advice for relatives of deceased patients, healthcare professionals, coroner and registration services.

To act as an intermediary between the bereaved and clinicians to establish and resolve any concerns relating to a patient’s death.

To work with Medical Examiners to aid them in their responsibility for overseeing the death certification process for all deceased patients.

To establish the circumstances of individual patient deaths by performing a preliminary review of medical records to identify clinical and circumstantial information, sourcing additional details where required, for scrutiny by the medical examiner.

To assist in highlighting cases for referral using the governance reporting systems in the Acute Trust, as well as referral using the clinical governance processes for deaths in the community (GP practices), community hospitals, hospices in Cornwall and private health care.

To highlight patients for referral to the coroner for further investigation, after review by the Medical Examiner

To maintain an awareness of the diverse needs of users of the Medical Examiner system to ensure equality to any particular group defined by gender, race, religion, ethnicity, sexual orientation, gender reassignment or disability.

To assist in the development of the service.

The Cornwall and Isles of Scilly Medical Examiner Service is hosted by Royal Cornwall Hospital Trust and is currently expanding to deliver the service throughout the region.

The Cornwall Medical Examiner Team comprises 10 Medical Examiners and (including this post) 7 Medical Examiner Officers. As previously mentioned, the Team is hosted by the Acute Trust and is located next to the Bereavement office at RCH.

Medical Examiner Officers provide administrative support for Medical Examiners in their role in scrutinising the circumstances and cause of death – they also act as a point of contact and source of advice for relatives of deceased patients, healthcare professionals and coroner and registrations services.

Team members work closely together and Medical Examiner Officers provide a constant presence within the office environment supporting Medical Examiners working sessions at RCH and remotely.

KEY DUTIES

An ability to juggle conflicting demands, prioritise tasks and deal with queries as they arise

Identify relatives’ concerns and escalate them appropriately. To ensure full compliance with the secure handling of patient identifiable data.

Contribute to and review departmental policies and procedures to reflect best practice in the delivery of a Medical Examiner system.

To provide support to the Medical Examiners.

To be the point of contact for the Medical Examiner’s office.

To ensure compliance with all aspects of the Health and Safety policies.

To take an active part in planning and development of the Medical Examiner office.

To take an active part in the development of Medical Examiner policies & procedures.

To be adaptable to change and to work flexibly in all sections of the Medical Examiner office in an efficient and timely manner.

To maintain & order stock.

To maintain high professional standards by continual professional development.

To respond to the requests for information in a polite, helpful and concise manner and to ensure patient confidentiality.

To ensure that excellent working relationships are developed and maintain with internal departments/staff and external agencies.

To undertake mandatory training as appropriate.

To be responsible for the day to day running of the Medical Examiner office. Ensuring statutory paperwork is completed within agreed timescales.

To observe departmental policies on manual handling procedures, violence and aggression, COSHH and general H&S.

To conduct risk assessments as necessary.

To conduct audits as necessary.

To ensure all information concerning patients and staff is processed in accordance with the Caldicott guidelines, data Protection Act 2018 & GDPR.

Regular interaction with the bereaved relatives in person or over the telephone. The post holder must have the ability to demonstrate empathy and remain professional at all times
