Job Description

The Virginia Office of the Attorney General is seeking a qualified Sr. Benefits Consultant to join its Human Resources Section. This position will be responsible maintaining all benefit programs and ensures that programs are administered in accordance with applicable state and federal regulations and program guidelines. Provides information, direction and support services to staff regarding all employee benefits (i.e. Health insurance/COBRA, Flexible Reimbursement, RideFinders, 457 Deferred Compensation, Life/Optional Life Insurance, Virginia Sickness and Disability Program, Worker’s Compensation, CommonHealth, Retirement and Leave). Processes personnel transactions with Payroll Service Bureau (PSB) and troubleshoots issues related to employee compensation (e.g. salary adjustments, title changes, funding changes, LWOP, overpayments, benefit deductions, etc.). Assists in the facilitation of new employee on-boarding by providing an overview of employee benefits and processing new hire paperwork including E-verify and leave set-up. Conducts off-boarding for departing employees, reviewing impact to benefit coverage, determining leave payouts and collecting office property. Facilitates annual open enrollment and processes related changes. Creates and maintains employees’ health and flexible benefits through Cardinal. Collects information from employees to complete Employer’s Accident Report, provides Panel of Physicians and communicates with Workers’ Compensation Commission regarding claims. Serves as Wellness Coordinator, facilitating and promoting onsite employee activities and services (e.g. flu shots). Researches and recommends new and revised employee programs. Manages the HRIS and ensures the integrity of employee and position data in the HR Database (HRDB), Cardinal, AIMS and related personnel systems. Serves as an HR User for the Time Attendance and Leave (TAL) System and interprets and explains leave policies to staff. Facilitates submission of annual EEOC report. Serve as SharePoint Data Owner for updating the Human Resources tab on « myOAG.” Serves as VRS Administrator, Security Administrator (Secondary) and Snapshot Processor 2 to maintain and update employee information and generate a monthly snapshot report of VRS contribution calculations in myVRS Navigator. Prepare Cardinal/VNAV Creditable Compensation report for VRS snapshots. Notifies Administration staff of employee separations and changes. Collect personnel information for Freedom of Information requests. Informs management of issues of importance and completes various projects as assigned by the Director of Administration and Director of Human Resources. Serve as backup to the HR Generalist for processing decision memos and maintenance to Time Attendance and Leave application.

Telework option available once the successful candidate has been employed with the office for 90 days.

Minimum Qualifications
Experienced HR professional with demonstrated knowledge of applicable benefit policies, principles and practices. Considerable knowledge of Human Resources principles, practices and applicable federal and state laws and regulations (e.g. FMLA, Workers Compensation) Considerable knowledge of policies and processes related to health and welfare benefits and program administration. Ability to comprehend, interpret, apply and communicate policies and guidelines to others. Ability to offer effective, efficient fact based defensible recommendations. Ability to identify issues, engage in problem resolution and implement proactive measures for process improvement.
Ability to independently manage multiple simultaneous projects with competing priorities and deadlines. Strong interpersonal, organizational and team skills. Ability to communicate clearly, both in writing and orally with all various levels of personnel and internal and external customers. Ability to conduct presentations and facilitate meetings. Ability to execute duties with a high level of accuracy, thoroughness and attention to detail. Computer proficiency to include Microsoft Office and HR systems. Experience working with confidential, sensitive and/or politically ambiguous situations. Ability to provide personal, patient and responsive customer service. Ability to exercise sound judgement, collaborating with others and escalating issues when necessary.

Preferred Qualifications
Associate or higher degree in Human Resources; HR experience in federal, state or local government; Commonwealth of Virginia experience in HR systems and policies inclusive of Cardinal and VRS Navigator; Knowledge of automated systems, including basic database management, concepts and applications.
