Job overview
This is an exciting opportunity for an experienced project professional to join Nottingham University Hospitals NHS Trust. You will lead the Trust Programme Management Office and Project Delivery teams to ensure that project outcomes are delivered.
You will currently be working in a fast paced, sensitive and political arena where your results are measurable and demonstrable. You will have solid leadership experience across multiple disciplines and have a « can-do » attitude to progress projects and programmes on behalf of the Trust.
You must be a credible leader and a clear thinker who can navigate multiple urgent and important tasks to ensure the delivery of time sensitive programmes of work; you will provide the Executive and the Trust Board with assurance that the projects and programmes are robust and deliverable through identification and mitigation of risks to delivery.
You will need to hit the ground running and develop relationships with internal and external stakeholders quickly to ensure that the expected project outcomes are delivered on time and that risks are identified and mitigated. You will understand that the patient is at the heart of everything we do and that all programmes and projects must be assessed to ensure that the quality of patient care is not compromised.
Main duties of the job
The post holder will ensure that:
- Programmes (agreed by the Trust Board and its sub-committees) achieve their objectives by supporting Programme Sponsors in the execution of their duties,
- The work of Programme Managers is planned and tracked effectively,
- Information about programme progress and good practice is disseminated through relevant channels throughout the Trust and externally,
- Appropriate and proactive action is taken by programme teams to address areas of significant underperformance against objectives through governance and assurance processes,
- Benefits derived from programmes are tracked, counted and reported in a timely manner,
- Risks to programme delivery are identified and mitigated ensuring delivery of the programme objectives.
The post holder will be required to work at all NUH campuses, off site venues and flexibly as required for the role. Occasionally the post holder may need to work out of core hours (including weekends and evenings) as required by the project/programmes. Working from home options may be available.

The Trust Programme Management Office (TPMO) is a team comprising of a variety of different project professionals. We welcome those from both previous NHS backgrounds as well as those coming from externally to the NHS.
The TPMO covers both Programme Delivery and Programme Governance setting the frameworks that we operate within and is responsible for providing a full programme management function to NUH.
The team have a broad portfolio of experience that equips them to provide sound advice and guidance to operational leads across a number of disciplines; they are a friendly and hard-working team that support each other but also trust each team member to be able to function independently as their projects may require. KEY JOB RESPONSIBILITIES
- Oversee the development and maintenance of the combined Trust Programme Management Office plan, eventually covering all initiatives including (but not limited to) strategic initiatives linked to the Trust’s CQC Improvement and the Quality Improvement / Waste Reduction Programmes.
- Provide leadership and management of all Trust Programme Management Office (TPMO) functions to provide effective support and challenge to Programme teams, ensuring the delivery of defined actions, outputs, outcomes and benefits.
- Undertake programme reviews as required, providing recommendations for sign-off to all relevant Boards and Committees.
- Track and report progress against programme plans, identifying risks to delivery, corrective actions and escalations where needed.
- Produce reports associated with programmes suitable for Trust Board, executives, key stakeholders and external bodies.
- Provide a proactive support role in managing benefits realisation, planning, reporting and risk management to give assurance and confidence in delivery.
- Co-ordinate programme-wide communications and information across all stakeholders including interfacing with external partners.
- Ensure programmes are co-ordinated with each other and all relevant departments / Trust-wide functions.
- Be responsible for identifying and managing programme delivery risks through compliance with the Trust’s risk management policies and by identifying and implementing effective mitigation actions.
- Oversee the benefit realisation including tracking and reporting and ensuring programme objectives are met.
- Develop and maintain governance structures, processes and cycles to ensure Programme Leads are meeting regularly with sponsors and stakeholders to problem solve and maintain delivery progress.
- Track and report programme costs including evaluation and value for money from investment.
- Work with internal programme and project teams to provide support and challenge and to identify where additional delivery support should be deployed.
- Manage the links with functional support, especially Human Resources, Finance, Operations and Corporate Clinical Teams.
- Lead and be accountable for the development and embedding of a single programme management framework and reporting standards.
- Ensure there is a consistent reporting process into executive and Board forums in place across all programmes that provides oversight and assurance.
- Be accountable for the provision and maintenance of suitable Trust programme, project and portfolio management software.

- Educated to Masters level in relevant field or significant recent equivalent work experience in leading Programme Management Offices
- A Programme Management Qualification e.g. Managing Successful Programmes (MSP)
