This role is a permanent opportunity, but flexible working patterns will be considered.

Location: This role is based at Manchester/York, you must live within 90 minutes.

Brief Description


Who are we looking for?

We are looking for a leader who will join the team driving the IRP to succeed, providing leadership in advance of GBR.

We are looking for proven leader who can think strategically, identifying the outputs need from the railway of the future for passengers, and freight-users, to meet the transport and socio-economic outcomes funders are seeking to achieve.

The successful candidate will have proven influencing skills across industry, funders and wider stakeholders. They will be able to scope and interrogate the specific work that they need completing across the industry to inform the strategies they are developing. They will lead the definition of the outputs needed from the different phases of the IRP and the Northern Powerhouse Rail Programme.


About the role (External)


What does the average day look like?

As the Head of Strategic Planning you will:

  • Work with a range of rail industry and government partners to develop and agree he the future strategic solutions across the network.
  • You will use the data available to identify the best value service levels and make clear recommendations to funders.
  • You will bring to life the balance between train services, performance and infrastructure and make evidence-based recommendations to funders. Funders will see you as an integral part of their decision-making process involving you in advising decision-makers from a factual basis.

What essential skills and experiences are required?

  • Educated to degree level or relevant experience.
  • Senior management experience in financial or economic environment.
  • Ability to represent Network Rail at senior levels internally and externally.
  • Strong leadership and interpersonal skills.
  • Strong influencing skills, with funders and stakeholders.
  • Strong and proven analytical, communication and negotiation skills bringing complex issues to life.

We would also like, but not essential.

  • Post graduate business or economic qualification.
  • Good understanding of regulatory and all complex business environments.
  • Broad understanding of all aspects of the business and the railway industry.
