Job Description

This is professional, technical, staff assistance and administrative work in the research, data analysis, review, and evaluation of organizational projects and data reporting requirements in support of various programs in the Water Treatment and Distribution division at the Cosme Water Plant in Northwest Hillsborough County, including The Oberly and Washington Pumping Stations located in the City of St. Petersburg, the laboratory at the water treatment plant and pumping stations, field services, regulatory compliance, and the laboratory information systems. Design, development, recommendation, and implementation of new or improved operational plans, programs, or procedures to enhance management efficiency to include performing administrative tasks for the Water Resources Department. Work requires reading and comprehending regulatory and technical environmental compliance documents related to the position; composing and preparing final reports, including organizing and supporting field and laboratory documents; maintaining project work tables to analyze and assess operational efficiencies; performing detailed tasks associated with departmental programs to comply with environmental regulations, including water quality monitoring and laboratory analysis; reviewing permits and regulations for accurate project requirement documentation; assisting in the compilation, preparation of operational documentation for presentations, internally and externally; performing administrative support service tasks such as typing, filing, copying, and running reports; participating in or preparing, detailed reports, summaries, and recommendations based on the review or analysis of research data for management efficiency studies; performing related duties on a computer, including using appropriate statistical programs and databases. Work requires the exercise of considerable independent judgment, ingenuity and initiative in completing assigned tasks. Performs related work as assigned.

To Qualify

Minimum Qualifications. Applicants must:

  • Have a valid Bachelor’s Degree or an equivalent combination of education and experience may be considered in lieu of the degree.
  • Possess and maintain a valid Driver License.
  • Have working knowledge of administrative practices, management methods, and public administration.
  • Possess excellent interpersonal skills that enable effective interaction with all stakeholder levels, including City employees, businesses, other agencies, and the public.
  • Be able to quickly learn and effectively administer policies and regulations.
  • Be able to read and comprehend regulatory and technical environmental compliance documents related to the position.
  • Be able to conduct surveys and analyze, interpret, and report findings.
  • Be able to communicate clearly and concisely, orally and in writing.
  • Have some working knowledge of project management practices.
  • Have some experience using Microsoft Word, Excel, and Outlook.
  • Acknowledge this position is designated as Emergency Critical (EC) and if hired into this position, you must be immediately available to the department before, during, and after a declared emergency and/or disaster.


Desirable Qualifications. Preferred applicants:

  • Have experience with computer databases, graphics, and public-sector software.
  • Have some experience in administrative staff support work.
