Job Summary

In a matrixed relationship with both the leadership from the Environmental Health and Safety, Emergency Preparedness, and Regulatory and Accreditation departments as well as KOPH ACMO, the Environmental Safety, Preparedness and Compliance Specialist supports the KOPH in ensuring a safe work and patient care environment, including but not limited to emergency preparedness, risk mitigation, response and recovery. Additionally, this individual is responsible for maintaining regulatory compliance at the KOPH location in close collaboration with the Regulatory team at the University City Hospital.
The Compliance Specialist is a detail-oriented individual who is capable of building strong working relationships, thinking strategically and is able to work autonomously in complex environments.

Job Responsibilities

  • Supports the maintenance of a safe work and patient care environment at KOPH.
    • Administers and helps coordinate environment of care, life safety and hazardous materials programs
    • Assists in the management of occupational safety related programs including injury investigations, industrial hygiene, and ergonomics
    • Track safety data and support related database systems.
    • Review ongoing Facilities Maintenance tasks (Lockout Tagout/ Confined Space etc.) for compliance to EH&S policies

  • Supports local and system-wide emergency preparedness and management efforts.
    • Provides support and facilitation expertise in all phases of emergencies (planning, mitigation, response and recovery).
    • Respond to internal and external emergencies affecting the hospital, concerns regarding safety and health and regulatory compliance issues and inspections.
    • Participates in emergency response programs, including laboratory, hazardous materials, bio-response, incipient fire brigade, infrastructure failures and on-call programs.
    • Plans, coordinates and completes fire drills and emergency preparedness exercises.
    • Interfaces with external community partners including public health, first responders and emergency management.
    • Partners with enterprise EP leadership in planning for coordinated responses to system level incidents.

  • Supports organizational compliance with regulatory standards.
    • Conducts and assists with regular investigations, regulatory surveys, risk assessments, audits and data collection.
    • Creates and delivers trainings as needed and ensure related compliance.
    • Coordinates EOC rounds in KOPH to ensure ongoing regulatory compliance.

  • Reviews Emergency Preparedness, EH&S and Regulatory policies and procedures for compliance and improvement.
  • Serves as the emergency preparedness, EH&S and Regulatory Subject Matter Expert on select KOPH committees and initiatives to maintain a culture of safety and emergency preparedness.

Required Education and Experience

Required Education: Bachelor’s Degree

Required Experience: At least three (3) years’ healthcare compliance, safety and emergency management. Practical and working knowledge and skills within areas of environmental health and safety, emergency preparedness or regulatory compliance.

Preferred Education, Experience & Cert/Lic

Preferred Education:
Environmental Health or Safety, emergency response and planning, code interpretation.

Preferred Experience:
Four (4) or more years in a healthcare environment

  • 24 Hour HAZWOPER
  • Certified Healthcare Environmental Manager (CHEM)
  • NFPA Life Safety 101 Certificate of Training
  • OSHA Accident Investigation
  • Homeland Security Exercise and Evaluation Program (FEMA)
  • IS-100.HCb: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals
  • IS-200.HCa: Applying ICS to Healthcare Organizations
  • IS-700.a: An Introduction to National Incident Management System (NIMS)
  • IS-800.b: An Introduction to National Response Framework,
  • IS-120.a: An Introduction to Exercises
  • Federal Emergency Management Agency (FEMA) Emergency Management Institute

Additional Technical Requirements

  • Demonstrated analytic ability and strong written and verbal communications skills
  • Demonstrated understanding of the principles of ICS, HICS, NDMS, NIMS, and HSEEP
  • Knowledgeable of NFPA codes
  • Knowledge and skills related to planning, execution and evaluation of drills and exercises
  • Medically cleared to wear Level B personal protective equipment
  • Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) 24 hours training by Occupational Safety and Health Administration (OSHA) or within 180 days of placement into position
  • Intermediate knowledge of safety guidelines / regulations including from the Occupational Safety and Health Administration (OSHA), National Institute for Occupational Safety and Health (NIOSH), Association Advancing Occupational and Environmental Health (ACGIH), Environmental Protection Agency (EPA) and Department of Environmental Protection (DEP), and Joint Commission (JC)
  • Basic proficiency with personal protective equipment
  • Intermediate proficiency with office software (Microsoft Office)
