TELEWORK

YOUR FUTURE TEAM

This position is a member of our Remediation Division.

WHAT YOU WILL DO

As a part of the division’s Remediation team, our Program Specialist I will play a key role in achieving TCEQ’s mission. You would use your skills and experience to:

  • Assist with implementation of the Voluntary Cleanup and Innocent Owner/Operator Program (VCP and IOP); assist staff, management and the public on tasks related to the VCP and IOP; and track and prepare reports on program performance measures.
  • Prepare and track VCP billable hours for monthly invoicing and develops annual billing rates. Serve as a liaison between VCP and Financial Administration to address VCP and IOP accounts and changes in billing parties.
  • Evaluate and ensure quality of data in VCP and IOP databases; analyze data and prepare reports and spreadsheets. Prepare monthly updates on program performance for VCP, IOP and MSD, and Legislative Budget Board (LBB) Performance Measurement Reports for VCP. Update and maintain VCP and IOP databases for billing party information, and VCP acceptance and closure dates.
  • Conduct administrative reviews for VCP and IOP projects, including determining administrative completeness of applications and program eligibility for VCP projects consistent with statutes and rules in consultation with the regulated community and the TCEQ region offices. Meet all statutory deadlines. Draft acceptance letters and provides site file to management for assignment.
  • Serve as the Records Retention Liaison for the Section.
  • Participate and complete special projects. Oversee archival procedures for closed VCP, IOP, and MSD projects. Oversee preparation and imaging of closed VCP and IOP project files.
Qualifications


MINIMUM QUALIFICATIONS

  • A bachelor’s degree from an accredited college or university plus one year of full-time experience performing supervisory, managerial, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.

One year of full-time experience in an administrative capacity* may be substituted for each year (30 semester hours) of the required education.

OR

A graduate degree in public administration, business administration, human resources administration, environmental resource management, planning, or in an area relevant to the position from an accredited college or university may be substituted for one year of the required experience.

  • Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.

PREFERRED QUALIFICATIONS

  • Experience evaluating data and prepare reports and spreadsheets.
  • Experience interacting with a regulated community or customer base.

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Program Specialist I state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Program Specialist I series.
